Registration of ATM deployers and cash-in-transit providers
On 30 June 2025, the Finance (Provision of Access to Cash Infrastructure) Act 2025 (PDF 589.1KB) introduced a statutory requirement for ATM deployers and cash-in-transit (CIT) providers to register with Central Bank of Ireland.
When does the obligation to register arise?
If your firm was operating on 30 June 2025 and falls within the definition of an ATM deployer or CIT provider (see below), then it must submit a registration form to the Central Bank by 30 September 2025 to continue offering ATM and/or CIT services.
If your firm intends to be a new entrant to the market as a CIT provider or ATM Deployer, you must complete the registration process in advance of offering your services as a CIT provider or ATM Deployer.
Firm Definitions
Section 2 of the Finance (Provision of Access to Cash Infrastructure) Act 2025 (PDF 589.1KB) details the definition of an ATM deployer and a cash-in-transit provider.
An “ATM deployer” is a person who:
- Provides cash withdrawal services from one, or more than one, ATM that is operated by that person, and by whom, or on whose behalf, the ATM or ATMs are stocked with banknotes
- Does not hold payment accounts
- Does not provide a payment service referred to in paragraph 1, 3, 4, 5, 6, 7 or 8 of the Schedule of Regulations of 2018.
A “cash-in-transit provider” is the holder of a license issued by the Private Security Authority, pursuant to regulations made under section 51 of the [Private Security Service] Act of 2004, to provide a security service.

Transitional Arrangements
The Act details transitional arrangements for ATM deployers and CIT providers operating immediately before the legislation commenced on 30 June 2025. Firms are deemed to be registered if a completed registration form has been submitted by the firm to the Central Bank by the deadline of 30 September 2025. The firm will remain deemed registered until the outcome of the Central Bank’s assessment of the firm’s application for registration has been issued to the applicant firm.

The Act details the requirement for the Central Bank to establish, maintain and publish both a register of ATM Deployers and of CIT Providers. The registers are located on the Central Bank’s website at https://registers.centralbank.ie/.
